This is only one of a very few occasions where the date limit for an objective is very small (Scapa is another).
If the edit does not work (it should) you can go back a save game and re-enter port.
This time do not end patrol - just resupply (takes no time)
You do not need to select the objective in the briefing map for it to be active. You can just sail to Norway and patrol the marked area - this will count and objectives will be passed

I would always recommend that Captains alays select "end patrol" rather than "resupply" when entering port as this will cut down on the amount of info the game has to carry around and save - but on times like these it can be the only way to fit into the date.

On a finial note, it is ok not to achieve every objective. Your campaign can normally still be passed with one objective missed. Even if you campaign is not passed, your career will continue ok.
Most users do not like to miss objectives so try the tip above if your edit does not work.
