This kind of thing won't stop because the agent would be personally held responsible for the action.
They should change the law so that when such things happen, it is not just a civil suit, but a criminal one as well. If it did happen, someone in the police force must be held guilty (so it is either specific agents or the commander) and punished with
only the maximum prison term (no discretion).
Only with the threat of personal consequences can be have any hope such abuses will be stopped
