Ah, now it's clearer to me. So the EBT cards are only semi-personalized, by a PIN, but no id whatsoever is required when paying with them.

So besides what Stealhead said about retailers committing an offense when accepting foodstamps for luxury goods and his explaination about 2 cards in one:
I wonder how many of y'all who noticed people paying with foodstamps also checked out if the user is also the original recipent. Trading them against dollars or wares is not uncommon – mostly to a worse rate than 1:1. Still seems to be doable in the new paperless system. A person with a new car paying with foodstamps says nothing about how they obtained them.

The biggest problem I see is the issue of the dependent household members of the fs recipents – kids or elders. If someone prefers cool rims over good food it's their own problem. However the dependent persons are the one who easily can draw the short end of the stick if the welfare recipent has screwed up priorities – though this goes for all classes.

The question is if this is human nature or if those folks rather follow the values our respective societies teach us: the accumulation of goods as the highest goal in life.
