Well maybe it is different in other states but EBT is a federal program and the card can be used for more than one account. So one card can tie into SNAP(food Stamps) and also tie into something else for example SSI so you might see someone use the EBT card and what they actually did was they purchased something with the none SNAP side of the card and for that they are allowed to get a certain amount out in cash pretty much like an ATM.In some states they might ahve the same card or a diffrent card for seprate things at any rate you can not use SNAP to get cash back.

You can use SNAP to buy junk food but you can not use SNAP to buy an item and then draw a return in cash (cash back it does not work that way). What people are seeing is someone using the EBT card and accessing a different "account" that does allow money to be drawn.

That or the person observes a customer use an SSI card and assume that it is an EBT SNAP card.

Second bullet point...

I would link to the government SNAP and EBT websites but they are due to the shutdown.

Not to say that some people are not cheating it but if you see them use EBT to get cash back they did not use SNAP on that transaction.

If Soopas wife's employer is allowing such a thing then they are in violation of the law which is interesting because they are binding their employees by contract to ignore a violation of the law.(they may or may not be aware of it and they are not the one responsible anyway)

State of Massachusetts SNAP regulations for stores take note of the 5th bullet point under "What rules must I follow?" member SNAP is a federally administered program so the rules will be the same in every state.

@soopaman a little bird could sing to the authorities and they would loose their permit to accept SNAP.
