Compare the in-game specs:
The 9C has a much greater range on the surface at 12 knots: Since I play with unlimited fuel [so as to cross vast distances at flank speed and 4096X time compression], there is no advantage (for me) to switch from a 9B to a 9C.
Max range 9B = 8,700 nm
Max range 9C = 11,000 nm => big advantage 9C
The two are essentially equal in maximum surface speed and are equal in submerged speed (7.3 knots):
Max speed surfaced = 18.3 knots => insignificant advantage 9C
Max speed surfaced = 18.2 knots
The 9B is 2 seconds faster to dive. As the war progresses, those two seconds could be the difference between life and death.
Dive time 9B = 35 seconds => significant advantage 9B
Dive time 9C = 37 seconds
The 9B is a much cheaper up-grade if moving from a type II or VII:
Renown cost 9B = 5000 => big advantage 9B
Renown cost 9C = 6500
There is a significant difference in the default flak armament. The 9B carries one single 20mm and one single 37 mm C30 flak gun. The 9C has two single 20mm flak guns. Both the 9B and 9C can be immediately up-graded to twin barreled 20mm zwilling versions.
Both the 9B and 9C have the same availability of performance up-grades as the war progresses.
The only up-grade advantage occurs when the 9C40 appears. At that point, it (and the 9D2) can have their heavy flak armament upgraded to either the quadruple 20mm flakvierling 38, the 37mm C30, the single 37mm M42, or the very rarely seen twin 37mm M42 zwilling. You can't get those flak guns on a 9C, (the 9B has a C30 by fault but can't get any of the others).
