SH3 Commander is owned by it's creator and compiler, Jaesen Jones. He has said he also uses some of the code for other things, so he keeps it under careful copyright. If you want to change anything in it you will need to contact him, but be aware he has already said long ago that would not happen.
If you can write your own code and create something new for SH4, or find someone to help you do so, it would be most welcome. Trying to modify SH3 Commander without his express permission might subject you to legal claims from him and punitive action here.
