It does not sound like they were illegally arrested if the arresting officers believed, in good faith, that these men were in violation of PC 42.01.
It will be up to the DA to decide whether to press charges (which will probably be dropped).
But I don't see anything illegal about the arrest. Of course we are only hearing one side of the issue.
