If memory serves me well, this is exactly how TDW implemented his DR/CF code: random deviation from the real (hidden) position. Ocean drifts are not modelled in game. Course deviations and speed drops are, but they are not considered for position fix calculations.

There should be an user option, accessible through New UI's options editor, for adjusting the maximum percent of deviation.
