I wonder if changing the start shortcut to point to sh4.exe in the install folder rather than gu.exe (which is default) will fix this problem. gu.exe phones home to check for updates then calls sh4.exe. sh4.exe just starts the game.
I've never had a problem with XP or Windows 7 - ever (after 1.3 that is) and have always started with sh4.exe
