The last few games I have played have had no Gatos.
They went from a Tambor to a Balao in one move.

First, TMO 2.5 with Traveller Mod 2.6
Second, TMO with RSRD
Third, Just TMO 2.5
And yes I had the TMO fix applied.

What gives?
