I wouldn't say dynamic. As the game doesn't care what you do. Your pressence doesn't influence the waypoints of any ship out there.
Some of them are scripted, and there is a good amount of random dice-roling going on which decides when a unit spawns on a certain route. It is also possible for units to make a random choice in going further along their waypoint, or fork of to a specific different waypoint. But I'm not sure if that is applied widespread in the vanilla campaign. It is in GWX3 though, and maybe other mods.
So unpredictable ... yes, depending on what you are doing... no. But chokepoints are always a dead giveaway (pun intended)
