Actually he reinforced Ft. Sumpter knowingly forcing the issue (as did FDR desiring the enemy to fire the first shot). He did so as, ever the lawyer, utilizing Andrew Jackson's own secession threat precedent involving South Carolina, ever the hot-bed of the rebellion.
