The argument is simple. In past times, life was more in danger and technical options and comfortable safeties were few. People not outsmarting their environment and it's risks and unable to maximize the options it provided them with, did not survive, did not reproduce. The easier our lives has become, the lazier we can live, the less caring for our survival we must be since culture an social stuff replaces survival of they fittest.
I tell you if you would meet some educated guy from let's say the Roan or Ancient Greek era, his (standardized against the time context) education would outclass yours, and he even more probably would outwit you.
Before you keep on giggling, do some research yourself, and you will find that this is a theory that currently is hotly debated in science, since several years. Originally started as a provocation against the academic schematic thinking, it has won a self-dynamic and earned it solid support.
And just in case you are about generally opposing the genetic heritage of intelligence, against science has left you behind then already. There is a very huge consensus since decades that genes set the framing conditions inside which the final intelligence of an individual forms up. I know that socially oh so worried people are hating to be told this, but reality does not bend just because ideology claims it should.
