I share this frustration (if a bit mildly), and am very interested in whether a fix could be made. Certainly in the "Wolves of the Kaiser" mod some allowance would have to be (I would think at least) made to allow surface attacks. I don't know how frequent night surface attacks were in WWII, but I know in WWI they were common, if not even prevalent.
