The only advice I can give you....is regarding the "Seawolves" Fleet...
They use ICQ to communicate, and once you have added ALL the members to your ICQ contact list...(a very time consuming process)..it has always worked very well to find others ready to play.
ICQ allows you to open a multi-window'd chat with several people at the same time, which allows all hands to make agreements to game setup options, finding the fastest host and IP address...etc etc...prior to game start
