Personally, I think you were very lucky.

When I get down to 3 or less torpedoes I just go home.
Naturally, if a lone merchant crosses my path (or sails near), I graciously accept the offering.
Playing GWX (100%), in November 1939 my VIIB picked up a convoy inbound the Bristol Channel being escorted by HMS Nelson et al. With a pair of DDs headed my way, I freaked and fired a full spread at 2 degrees. One missed, three hit Nelson and took her out. Medals all around and drank free at the cabaret! Gluck!

BTW, when playing NYGM, a VIIB in 1939 only gets 4 forward and 1 aft - no reloads. RTB with 3 forward doesn't seem like a viable option in that case.YMMV.
