I am also having trouble with Ship Radars.
I cannot get the ships to use them through fog.
And they also do not seem to use them to track enemies.

If you are testing ship equipments in historical mission, try setting both Main and Secondary equipment to 'late', or just remove early sensor from the sns files of the units you want to test
