I've had trouble hitting targets in foul weather too. This tactic has worked for me, when playing with less than 100% realism: I plot the course of the target via the hydrophone. With the course plotted on the map with the ruler, I try to get about 500 meters away from the target's course at a 90 degree angle. Even at that close range, you may not be able to see the target. When the sound contact indicates the target is within 20 degrees from zero bearing, I lock the periscope and the yellow icon should appear in the scope, even though you can't see the target in the fog. When the yellow icon reaches zero bearing I fire. If you are at least 500 meters away the eel should arm and hit your target. When it does hit, you'll see the flames and a silhouette of your target.
