We have a great disparity with being able to sail up and down the English East Coast with reasonable impunity and yet in some areas have medium/large bombers turn up in a convoy procession as if they were hiding around the corner pouncing on you virtually minutes after surfacing and at night.
You are correct that there should be an ever present air presense, it is just that at the moment it really is two extremes that do not reflect the reality of the situation.
