I change Neutral to '0'. I don't get penalized for sinking them but I don't get rewarded either, which discourages without punishing. Likewise I change Friendly from -10 to -1. There were friendly fire incidents, and every kaleun who sank a friendly ship was court-martialled. In every case it turned out the victim was disguised as an Allied ship or was where he wasn't supposed to be, so the kaleun was found not guilty. Yes, I changed my settings to what you suggested a long time ago and think it the most realistic solution available. I happened to think of this discussion today as I found a American freighter in AM52 but it being June 1940 I left it alone...thought about sinking it since it wouldn't hurt my renown for a moment...but the realist in me kept saying "international incident" ...not to mention the fact Woody Guthrie would write a song about it.
