That doesn't seem to be the issue. The issue with most of these incidents is that they have access to guns. Access is the issue, not ownership.

Bingo. Although just ammo is also an issue, because if they had no access to ammo alone, but had access to a gun, which was loaded, then they wouldn't need access to ammo.
