Is this VG Board something that mounts externally or is it something you have to hook up from inside? If it's an external thing....that means I could upgrade my laptop's GPU.

Except you need the U-boat Add On to use most of the mods for SH4. If you play SH4, you don't have any choice other than to get the UB Expansion. After that, you can mod the game for U-boats or Fleet Boats.
