Other places in the way out still use the modem because no other service is avaiable for some reason. Ubi patched out the always-on internet requirement over a year ago. Once the game is installed and authenticated once, you can always go into the Uplay options and set it to "offline" mode. The game will still say that it is synchronizing save games, but this is moot in offline mode. You should have no problems.
