Yes you need the 1.5 Patch to use mods. Go for TMO, RSRDC, and Traveller's Mod and you won't need much else.
JSGME allows you to install mods without messing with the files in your game's folder. It does the installing for you. I can't explain it real well...but I know what it does and how it works.
