As you mentioned not having the Extreme Wet Weather I recommend that as when standing on the bridge with my lookouts in severe weather, I actually feel wet and cold if they're still in their fair weather clothes
It does add a bit of atmosphere. I highly suggest using the Thomsen's Sound Pack as well.

As HW3 answered. I have yet to use this mod as I start my patrols outside the harbour but once I'm refitted I'll leave port and listen to some fine music.
