Having your deck "awash" does two main things. It reduces your profile (including radar signature, but that's not....
simulated.....in this game without mods), and it allows you to dive faster. In part because your diving planes are underneath the water, allowing them to immediately aid your sub's attitude.
You can set your "surface depth" in the configuration files for each uboot. Just make the depth a meter or two greater, and you'll always be running with your decks awash (although it prevents you from using your deck gun and AA). Otherwise, you'll have to manually set your depth.
