It does work, but the engine telegraphs do not reflect the fact. The telegraphs appear to both be slaved to the starboard engine. However, when you, for example, select one engine and throttle it down, the boat slows down appropriately.
To activate independent engine control, you need to have New_UIs v7.2.0 and TDW Generic Patcher v1.0.77.0. Use the Patcher to enable the Independent Engine Control patches. Then install both mods. When the game starts, you will see a new small panel about midway along the lower left HUD strip that sayd "Shafts" with 2 small buttons under it. Pressing either button turns off engine control for that side's shaft. So you press the right button and you are now controlling the port engine only. You must use the engine control keys or voice commands, not Drag and Drop. As I mentioned, the only way you can recognize that anything has changed is your speed. (You could, I suppose, go outside the sub and watch the propellers. I play without an external camera.)
I believe the independent engine controls are useful in reducing your noise signature and fuel/battery use. They do not affect turning moment. I don't know if TDW is looking into that or not. It might require a whole new model for sub physics, in which case, probably no one, ever, will tackle it.
It is one more small elegant thing TDW has done.
