Hm, I think it might be possible to write an installer, and not extremely hard, as the structure of the files is that of an .ini file. There exist functions in win32 for reading writing those files that are very simple and very good, unfortunately some of the files in Sh3 can't be used with them. to be honest I am a bit worried about those colons and commentaries in the menu file, which could mean they could not be used like standard .ini files. If that should be the case, it would be harder, but still doable.
I think this mod is fantastic, so if you find somebody who can do some basic programming, I could send you some code how to easily write the entries. All you would have to do is insert the many values you change.
But, hm, it's a possibility, i don't think it's without problems though.
