Yes, your problem resides either in a missing (or corrupted) radio event sound, or New UI's not finding one of the sounds triggered by incoming radio messages.
You can use Digital_Trucker's
RadioStationManager to check if soemething is wrong with your radio mods. This tool was developped for SHIV, but it should work with SH5 as well
