I might be wrong (and don't have it in on this computer), but can't you edit these Parameters in the User Options file? I have this same problem and its very annoying....but I was planning on trying to re-edit the User Options file (under TDW New UI's) when I get my system back from RMA (repair). I dont know that you can set the depth height for switching between submerged and surface...but you can set a time delay before the switching occurs.... so if you are not below for X seconds it wont switch to submerged mode.....etc. I'll see if I can find a link to a thread.
