My hasty reading suggests the way to get the upgrades would be to change the "end of life" date. Lowering the renown value may just get you the offer of a new command. I could be wrong, though.

Lets face it, in reality Fleet Boats were not offered upgrades as a result of captain's performance. This notion of points is arcadish IMO.

Agreed. From what I've read, major overhauls were scheduled more on the basis of how much damage/wear the boat had. I very much doubt that a boat, in good condition, would be taken out of service, just to get the latest style tower. On the other hand, if you had to send one back to Mare Is. anyway, why wouldn't you give it the latest equipment available?
