An i3 CPU isn't big enough even at 3.30 GH..... it's still slow because it's an i3.

That's usually a laptop processor. Better yet would be an i5 quadcore, or even better yet an i7 quadcore. Use 4GB of DDR3 12800 RAM with your 32bit system. A 1GB GFX card is fine. And use Coolmaster's H-60, or bigger, for liquid cooling.
I've been running a Zotac GF 8800GT 1GB GFX card since I built this computer and started running SH5. No problems so far with it, even tho it's the bottom line for GFX cards to run SH5. Your 9500 should be fine.
And make sure you keep the inside of you case clean. The crud that build's up inside is the biggest performance killer I've seen. I've seen the insides of computers so filthy it's a wonder they'd even boot up the OS.
