Whatever the cost to salvage UC-97, I think it's worth it, certainly for Chicago, which would have two U-boats, one the only type IX left, the other the only WWI U-boat and only minelayer to boot! If it has no interior, who cares, it would still look great in the Windy City- better than it does in Lake Michigan anyway.
