there is no certain answer as the game tends to be quirky about that but as a rule of thumb, mods that just change out image files like textures can be done anytime and AFAIK sound files can be done anytime as well.
changes that will definately cause issues are the ones with sim, zon, and dat files.
mods that just change text files are usually safe to do anytime but i think it depends on what the text file is for
if you arent wanting to risk it then make a copy of the games "data" folder and the sh4 folder in your documents before you do it then if it doesnt work you can replace them with your backup copies and your back like it never happened and your career should be safe.
this should work but its always best to wait until you get to a port, remember it doesnt have to be your home port, just any port
and remember if you ever add your own sounds to the game they should be very close to the same length as the stock file plays and it HAS TO BE named exactly the same as the game file it replaces or jsgme will install it but it wont be used to replace it since the game only looks for and plays the sounds based on the file name the game is looking for. same goes for image files, they should be named and sized exactly the same as the image they are to replace.
