Oh damn... I don't know, however, how come I didn't notice this, when I was hunting some ships at shallow waters, maybe it was because near a port. Oh well...
This is added by one of TDW's mods, I believe New UI's. I think it has to do with some camera setting, but I am not sure about it

However I'm pretty sure, I can also move the camera inside the cities, and trough some objects, that I couldn't without it. So, it seems I'll just have to deal with it.
Thanks for the help, you've really helped me a lot, you deserve a cookie.
So... that pretty much buries all the issues, however the smell will still be in the air. Only the one last question remains about the sunken ship's remains disappearance. I would like to increase the time they are visible. This time has been decreased, somehow, with one of my mods, probably UI mod.

Oh, unfortunately I can't change up the file in any way, since it looks like this in
notepad
8aY` —D>e
CamUserData J 8aY` — 6 2 CamUserData Camera PreviousCamera
$ ,.=` —D>e
RestrictedRotation ,.=` — ‹ RestrictedRotation ! Azimunth Min 4 Max 4C" Elevation Min € Max €? Tight Targetable AffectParent
............................
And what does modifying it give you anyway, only ability to take a closer look at your submarine's bad textures and ugly cities?
