This sounds like a "fog" issue. Ships in this "fog" would be faded, whitish images and would be hard to lock on. I say "fog" because the game considers this fog, but is really due to wind induced spray. Most of the main mods dialed this back to reduce the problem.

If this isn't it, I have no idea.
