The Collins class are the first modern submarines to have been designed and built in Australia. Remember the first ever U-boat sortie of WWI, and the troubles that they experienced? That's exactly what's happening to us, but on a somewhat smaller scale. It's trial and error.
Personally, I think we should focus on building a reliable sub, while building up the submarine fleet with foreign export types, like the type 209 U-boat.

As far as I'm aware the Collins class have been a big let down for Australia added to the fact there are insufficient crews for them even if they were serviceable.
