It depends. Some messages are campaign related, providing instructions, reporting contacts, or giving you updates on what is going on around you. Some of these messages date back to stock game, other were implemented by TDW (for instance for his contact report/wolfpack support patch) or by Trevally for OHII.
If you are using TDW's UI, there's a second category of interceptes messages, mimicking the detection of your sub/periscope. There is a probability that they are triggered when you are close to a ship, but afaik intercepting them doesn't necessarily mean that you have been actually spotted.
Finally, TDW's UI or the
Radio Message Engine mod by the same TDW, do feature a bunch of static messages, triggered by date and based on historical events/BdU orders/convoy routes and dates, etc. They are there just for creating an immersive atmosphere, but since both their content and SH5 campaign are based on historical facts, there is a chance that they can give you some good clue, especially if you are using OHII.
If I remember correctly, the messages directly addressed to you (i.e. the "real" messages) are shown on a reddish background.

Do you mean BdU enemy contact reports? If I remember correctly, they are shown in captain's log (not among regular radio messages) and their initial position is marked on map with or without Real Navigation enabled.
