"Relaxed" means that the online requirement has been removed, except that one must log on and register the game when it it is first run. After that you never need talk to them again.
As for subsims advancing, I still play SH4, Sh3, SH1 and the twenty-year-old Aces Of The Deep. Love 'em all.
