As a general rule, the later you enable OH II the better. I guess I'm mostly speaking from a housekeeping point of view here, but if you get in the habit of putting OH II near the end of the list, you'll have less issues down the road.
As far as direct conflicts, I think you're correct, (although I can't check that ATM as the files are on my other PC). There may have been one or two at the most, but still, as a general rule, I'd set the environment prior to the campaign.
