There's no way of preventing the camera from going through objects; if that's what you want to do. In the free camera mode for SH4, there is nothing stopping the camera from moving through any object except for your own control. Just the way it is.
There's lots of things that SHIII did very well that were pushed along into SH4. There's also lots of things that were simply "cobbled together" for the SH4 game that were done correctly in SHIII. You've just found one of them.
As the doctor said after a patient complained about his arm hurt when he raised it over his head, "If your arm hurts when you do that........don't do that!"
