Everybody can strike everybody else at any time - but hiding his responsibility and leaving the other unknown of the attacker's ID. You can strike and will not be held accountable for it. However, there is a chance that you - and anyone else - gets targetted by another of right these arbitrary strikes.
A very real and very major concern threatening to completely redefine the rules of war - and diplomacy alike.
A more safe and peaceful world is the last thing that will come from this.
