Yes, WOTA will be available for all ARM7 iOS devices (iPhone 3GS, iPod touch3 32mb, iPad 1 and higher) as a
universal app at native device resolution and with enhanced graphics on newer devices.
The (later)
desktop version will be available for
PC, Mac OS X and Linux with dramatically enhanced graphics compared to the iOS version. It will also offer a modding interface to add your own ships etc. And there will be a way to exchange your saved mission states between the iOS and the Desktop version. Another idea is to create an iOS App as a controller for the Desktop version later.
