It works fine for me...from the docs folder:

Content:
This mod consists of three parts:
1. Intro Messages adds randomised messages to the 'ticker-tape' that runs at the bottom of the main loading screen in SH3.
2. Load Messages changes the 'not so long ago...' message you see just before the game completes loading.
3. Patrol Orders gives a response to your Status Report from the messages screen and gives you orders to patrol to another grid. There are seven separate parts to the mod:
a. Africa - covers the African coast from Freetown to Gibraltar
b. America - covers the Amercian coast from the Caribbean to Grand Banks
c. Mediterranean
d. North Atlantic - from Norway to Gibraltar
e. Type II - North Sea
f. VII North - Norway to Ireland
g. VII South - Ireland to Gibraltar
You should only apply the mod applicable to your patrol areas, so if you are in a Type II you should apply the Type II mod, if you are patrolling in the Med you should apply the Mediterranean mod etc. The North Atlantic (North) and (South) mods are designed for VII users who do not have the range to make huge adjustments to their patrol grids.
NB:
1. The second patrol grid will only be sent to you if you have sunk at least one ship. It will not be sent if you reach your patrol grid and patrol for 24 hours without sinking anything.
2. There is no renown associated with the second patrol grid.
3. You will be sent grids applicable to the mod that you enable, so if you are patrolling off America and wish to be given a second patrol grid en route home you should apply the North Atlantic mod etc.
Installation:
This mod is JSGME ready but must be installed in SH3 Commander. If you try and apply it straight to SH3 it will not work. The mod must be installed as follows:
1. Enable 'WB's Mid-Patrol Radio Orders' in SH3 Commander
2. Press F5
3. Enable the relevant 'WB's Patrol Orders' mod
