Most likely it was dropped by a B-29 during one of the earlier B-29 raids on mainland Japan in late 44 or early 45 before they starting using the fire bombing tactics.

I knew this retired USAF colonel he had been a navigator during WWII he flew on B-24s and later B-29s during the war his time in the B-29 was bar far the most exciting of his career to say the least. He told me several stories about early 29 missions and how they had much trouble with the very strong jet stream over Japan.Sometimes they would be above it and drop their bombs and they would land 10 and even 20 miles off target being pushed backwards and sometimes even forwards by the jet stream other times they would be in ahead wind against the jet stream and the true air speed to an observer on the ground would only be 30 or 40 mph making them an easy target for flack.Those early B-29 missions where pure hell and thats if the plane managed to stay flying long enough to even get to the target area.
