According to your quick description, it could be a problem with light.cfg settings. I may be wrong, but SteelViking's Interior Mod might conflict with DynEnv. Try enabling DynEnv on top of it.
I think Trevally had the same problem as you using Dynamic Environment. So, if my suggestion doesn't work, you can ask him wether/how he solved the issue
Besides him, Stoianm or Sober might know where you problem resides
P.S: I've just noiced that you are using sober's DOF V2 SH5, and Lights Cfg V4. Before you mess with other mods, try disabling them, one at a time, and see if it solves the issue
