You must see the survivors with binoculars, "pick" the pitiful guys with space bar (as you do when you select a target for guns) when they are on the little triangle, and you will have the boys. First, you must put your boat at low, very low distance of the survivors. Only works with allied boys; you canīt rescue japs or enemies (Mush Morton doctrine).
