As for the topic, I am half in agreement with Soopaman2. Yes you should definitely be smart when dealing with the police. But it also sounds to me like the cop screwed up as generally speaking you can only use deadly force if you can actually see a weapon (in some jurisdictions you need the weapon, and the person also needs to be raising it into a position to fire at someone). As for this specific case the cop seriously screwed up if what was reported is true (even if he was reaching for a drill as the officer claimed, he was not presently in mortal danger with the car door closed). If it was road rage and things happened like the bartender said, then the officer should get charged with murder 2. I am also very skeptical that the off duty officer in the back seat was asleep the entire time.
