I too am not really sure what you mean with the first question. But with both the Career/campaign and the single missions you can go anywhere you want, as long as ammo and fuel last. And the latter can be solved with the appropriate realism/cheat options. You wont get the mission success if you ignore your orders, but who cares? Same goes for Career patrolgrid order. You won't be punished for ignoring orders.
