It is most certainly not a Helenic naval officer cap either the emblem is completely wrong. Islaimc nations often use an eagle but they always have the talons down so that bird is holding a ribbon
with an Islamic slogan in his talons he holds the ribbon below his body.
It is some thing commercial or someone took the blue eagle pin and placed it on generic hat.
